Are you sure that's not a POT rack (Small pots for a guy that cooks for one?)
Well, since I bought it from "Gardeners.com" and not "Chefs.com," I'm pretty sure it really is an herb drying rack. However, I will try putting my smallest saucepan on one of the hooks, just to make sure.
